docs: add information about extra dependencies we now need

We have always needed some development packages, but never said
that explicitly. Now that bcrypt also requires libffi-dev, we
should mention that.

# requirements.txt file for use as "pip install -r requirements.txt" as a
# readthedocs compatible alternative to "pip install -e ." which is a working
