Added file annotation template. Bumped version to 0.6.8. Changelog and changeset are now cleaned with js, it's still very beta.

This file is for you to describe the pylons_app application. Typically
you would include information such as the information below:

Installation and Setup
======================

Install ``pylons_app`` using easy_install::

    easy_install pylons_app

Make a config file as follows::

    paster make-config pylons_app config.ini

Tweak the config file as appropriate and then setup the application::

    paster setup-app config.ini

Then you are ready to go.
