setup: bump dulwich dependency to 0.14.1

This version has been tested and reviewed and we believe all relevant issues
from the introduction of Python 3 support in 1.0 has been fixed.

Supporting older dulwich versions is not feasible/relevant.

We assume all future versions will be backwards compatible.
